I've heard both yes and no.. and that a lot of cops will pull you over for it
It shouldn't be as long as its not in any way blocking you view of the road. If you're still worried about it though you can always just ask a police officer, in my experience if you have a question about legality of something they're willing to answer your questions and I've learned quite a bit that way.
