I have a 2007 Impala LS and I want to install a grille overlay. Anyone know how to remove the grille?

I need to remove both portions of the factory grille. That is, where the gold Chevy emblem is, and the bumper grille directly below that portion. I reside in New York state so UNFORTUNATELY two license plates are required. When removing the lower portion of the grille(in the bumper), does the license plate holder have to be removed as well?
