What is the best thing to use to remove rust from a vehicle cooling system besides Prestone radiator flush ?

Are there any safe substances to use that will actually cut through and disolve the heavy rust in the radiator and cooling system withought causing damage..have tried to backflush using the store bought kind..didn't do a good job.
